Abstract

In power from 1947 to 1964, Prime Minister Jawaharlal Nehru is regarded as one of the key founding fathers of the modern Indian nation-state. However, a literature survey reveals that there is little systematic analysis of his policies which, it is argued, were crucial in moulding India’s modern politics. A reluctance to analyse Nehru as a politician concerned with power politics, seems to pervade existing scholarship. This work argues that policies are a window into the politics of the time and need to be analysed both in terms of their historical, institutional lineage as well as representing a compendium of values and interests. The 1950s in India were a crucial transition period when the legacy and institutions of British rule had to be transformed to fit the needs of a post-colonial state. The work selects three policy choices, the setting up of the Planning Commission in 1950, the signing of the Sino- Indian Panchasheela Agreement in 1954 and the passing of four legislative bills that compiled the Hindu Code in 1955 and 1956. It is posited that these policies correspond to the pillars of Nehru’s vision for a modern, independent India which encapsulated socialism, nonalignment and secularism. Applying insights from rational choice and new institutionalist theory, an attempt is made to understand the origins, composition and impact of the three policies. A comparative analysis generates findings that have particular relevance for the study of policy-making under conditions of transition.

Der von 1947 bis 1964 regierende Premierminister Jawaharlal Nehru wird als einer der Gründerväter des modernen indischen Nationalstaats betrachtet. Eine Durchsicht der Sekundärliteratur zeigt indessen, dass es kaum Analysen seiner Politikgestaltung gibt. Diese war jedoch zentral für die Entwicklung des modernen indischen Staats. Es scheint, dass in der wissenschaftlichen Auseinandersetzung mit Nehru als Machtpolitiker bisher Zurückhaltung herrschte. Die vorliegende Arbeit geht davon aus, dass Nehrus sachpolitische Absichten und Taktiken einen Einblick in die damalige Politik geben und dass sie sowohl aus ihren historischen Grundlagen heraus, als auch vor dem Hintergund ihrer Wertebasis und der vorherrschenden Interessenlage analysiert werden müssen. Die 1950er Jahre waren in Indien eine entscheidende Übergangsperiode, in welcher das Erbe und die Institutionen der britischen Herrschaft angepasst werden mussten, um den Bedürfnissen eines postkolonialen Staates gerecht zu werden. Die vorliegende Arbeit hat drei policy-Initiativen ausgewählt, die diesen Prozess verdeutlichen: die Berufung einer Planungskommission im Jahr 1950, die Unterzeichnung der chinesisch-indischen Panchashila Übereinkunft im Jahr 1954 und die Verabschiedung von vier Gesetzesvorlagen in den Jahren 1955 und 1956, die das Personenstandsrecht für Hindus reformierten und kodifizierten Die Arbeit argumentiert, dass diese drei Initiativen aus Nehrus Sicht die Pfeiler eines modernen, unabhängigen Indiens bildeten, welches dem Sozialismus, der Blockfreiheit und dem Säkularismus verpflichtet war. Unter Anwendung der Erkenntnisse der ‚rational choice‘-Theorie und des Neo-Institutionalismus, wird versucht, die Ursprünge, den Inhalt und die Auswirkungen der drei politischen Vorhaben zu verstehen. Die vergleichende Perspektive der Arbeit führt dabei zu Erkenntnissen, die für die Beschäftigung mit Fragen der politischen Entscheidungsfindung im Transitionskontext von besonderer Bedutung sind.
