Abstract

In the year 1454, the Peace of Lodi created a balanced political system managing an unstable peace between the five most important powers of Italy (Milan, Venice, Florence, Papal State, Napels). The Italian pentarchy survived until the military invasion of the French in 1494/95 because of the absence of foreign attacks, but finally collapsed after the French conquest of Milan in 1501. Italian, especially Florentine, historians of the 16th century created the beatific myth of an unified state of Italy in the past which was destroyed through the impact of the Babarian forces. In a more realistic point of view, the contemporary French diplomat Philippe de Commines regarded the politics of bilancia as the only possible consequence after the long-lasting Italian wars to save the unstable status quo in Italy, but "chascun a l'oeil que son compaignon ne s'accroisse". - On 31 March 1495, the German King, the Spanish monarchs known as the Catholic Kings, the Pope, the Duke of Milan and the Signoria of Venice formed an alliance in reaction to the French aggression. This so-called Holy League of Venice that should guarantee the "protection of Italy" and the "welfare of the whole Christian community" was the first European defence alliance in history. In a detailed (microhistorical) study, the Italian diplomatic actions in the decisive years between 1495 and 1500/01 are chronicled, chiefly those of the Italian envoys at the court of the Elected Roman Emperor and feudal lord of Imperial Italy, Maximilian I. The term "political communication" describes the whole diplomatic "pratiche" of the envoys which are divided into three concepts of possible political proceedings: formal, informal and symbolic. As a result, it has to be stated that the Italian envoys sent to Maximilian, even the papal nuncio, pursued the safeguarding of the particular interests of the various Italian powers whereby they speeded up the breakdown of the Italian pentarchy. - In the course of the Italian disaster, the traditional politics of bilancia was transferred through diplomatic channels to the major European courts. In addition to the example of the advanced Italian legation system, it offered a "small scale laboratory" (Vincent Ilardi) to study the workings of the political system that would determinate the interplay of the European great powers in the following centuries.
