Politics-Bureaucracy Relations, Governance and Development in Bangladesh: The Case of Local Government

Abstract

A long-standing issue in politics and administration is how politicians and bureaucrats perceive themselves in their roles and relationships with their counterpart in the process of governance and development and which factors affect or configure the orientation or perception of the politicians and bureaucrats regarding politics-bureaucracy relationship in the political system. Like many other developed and developing countries, bureaucracy is the post-colonial reality of governance in Bangladesh. The elected politicians and non-elected official bureaucrats are the integral part of the administration in both the central and local government in Bangladesh. Probably the most elemental and theoretical debatable issue here is that - what will be the apt relationship between politicians and bureaucrats? And what are the relational effects on local governance and development?

Thus, this inquiry empirically investigated the views and perceptions of the elected politicians and official bureaucrats to politics-bureaucracy relations and its effects on governance and development of Bangladesh in the context of local governance and development following the survey and case study methods. This study endeavored to undertake a theory based empirical research to figure out the theoretical paradigmatic perspectives from the existing literature on politics-bureaucracy relationship and an attempt has been made to identify “dichotomy” and “mutuality” as the major two models of the theoretical perspective by discussing the key variations and effectual deficiencies among the existing models, providing the argument that existing theoretical models are not identical and their characteristics are overlapping with either dichotomy or mutuality. Consequently, it also wanted to propose a logical modification of the existing relationship models by explaining some underpinning variables which underpin the relationship between politicians and bureaucrats in the process of governance.

This study tried to develop a prospective third model of politics-bureaucracy relations focusing the light on symbiotic relationship between politicians and bureaucrats that is argued in this thesis as an interface between dichotomous and mutual relation, and an essential precondition or rational choice model of politics-bureaucracy relations for proper local governance and development as the theoretical construct. The empirical data and observation reveals that the theoretical models that already been discussed in the theoretical and conceptual framework cannot be found exactly in the context of politics-bureaucracy relations at the local government of Bangladesh. According to the perceptions of respondents and the empirical data, the relation is neither normatively dichotomous with political neutrality nor abundantly cohesive or mutual-interactive. However, some conditions of both dichotomy and mutuality are present in the relationship of local elected politicians and bureaucrats. In spite of that, empirical data reveals that the relation between local elected politicians and bureaucrats is conflicting and it is influenced by many components. The role perceptions and the patterns of relationships varies with the degree of social characteristics, alignment of interests, role perceptions, self-image and mutual interaction between local elected politicians and the official bureaucrats, which ultimately influence the level of local governance and development. The colonial and semi-colonial legacy, dominant attitude of the politicians and bureaucrats, politicization, distinctive self-image and mutual interaction are highly associated to the conflictual relationship.

Moreover, the increased fusion of the political and administrative roles of the bureaucracy has complicated the perceptions of the bureaucracy in Bangladesh. The results of the empirical observation and statistical analysis demonstrate that the relational perceptions of politicians and bureaucrats are almost opposite and bureaucrats trend to dominate local governance and development by marginalizing the local elected politicians and thus conflict occurred between them which ultimately affect local governance and development significantly. In this milieu, this research propose the symbiotic model of relation that would be the rational choice for proper governance and development as the necessary conditions of symbiotic model are existing in the perspective of politics-bureaucracy relations at the local government in Bangladesh.

Eine zentrale Frage der Politikwissenschaft ist die, wie Politiker und Verwaltungsbeamte sich in ihren Rollen und ihren Beziehungen zueinander, und zu ihren Gegenuebern im Entwicklungs- und Governance-Prozess sehen, und welche Faktoren ihre Wahrnehmung des Politik-Buerokratie Verhaeltnisses beeinflussen. Wie in vielen anderen entwickelten Laendern aber auch in Entwicklungslaendern, ist Buerokratie eine Realitaet im postkolonialen Bangladesch. Gewaehlte Politiker sowie nicht gewaehlte Verwaltungsbeamte sind integraler Bestandteil der Zentral- sowie der Lokalregierungen. Die vermutlich elementarste und theoretisch zu diskuriende Frage ist die nach dem Verhaeltnis von Politikern und Verwaltungsbeamten. Wie wirkt sich deren Verhaeltnis auf lokale Regierbarkeit und Entwicklung aus? Auf der empirischen Grundlage von Meinungsumfragen und Fallstudien beschaeftigt sich diese Untersuchung mit den Perzeptionen gewaehlter Politiker und offizieller Beamter der Politik-Buerokratie Beziehungen, und deren Auswirkungen auf Regierbarkeit und Entwicklung in Bangladesch. Die Studie baut auf einer theorie-basierten empirischen Untersuchung auf, in deren Rahmen die theoretischen Perspektiven, die in der vorhandenen Literatur aufgezeigt werden, gesammelt werden. Hier wird der Versuch unternommen, Dichotomien und Wechselbeziehungen als die zwei vorherrschenden theoretischen Modelle aufzuzeigen. Zentrale Abweichungen und Maengel der existierenden Modelle werden diskutiert, und das Argument entwickelt, dass die gegenwaertigen Modelle zwar nicht identisch sind, sich ihre Charakteristika aber ueberschneiden. Vor diesem Hintergrund wird anhand einiger Variablen, die das Verhaeltnis zwischen Politikern und Verwaltungsbeamten im Governance-Prozess kennzeichnen, eine Modifizierung der bestehenden Modelle vorgeschlagen. Die Arbeit entwickelt ein drittes Modell der Politik-Buerokratie Beziehungen, das auf das symbiotische Verhaeltnis zwischen Politikern und Beamten ausgerichtet ist. Dieses Modell, das auf der Theorie rationale Wahlhandlung beruht, stellt eine Schnittmenge der Dichotomie- und Wechselbeziehungsmodelle dar, und ist zugleich eine Vorbedingung fuer effektive lokale Regierbarkeit und Entwicklung im Politik-Buerokratie Prozess. Die empirischen Daten und Beobachtungen zeigen, dass die theoretischen Modelle, die im Rahmen des konzeptuell-theoretischen Teils der Arbeit diskutiert wurden, nicht eins-zu-eins auf den Kontext von Politik-Buerokratie Beziehungen auf lokaler Regierungsebene in Bangladesch angewendet werden koennen. Der Wahrnehmung von Befragten und weiterer empirischer Daten zufolge ist die Beziehung weder dichotom, noch wechselseitig-interaktiv. Dennoch sind einige Bedingungen fuer Dichotomie und Wechselseitigkeit in der Beziehung von gewaehlten Lokalpolitikern und Verwaltungsbeamten gegeben. Dennoch zeigen die empirischen Daten, dass das Verhaeltnis zwischen gewaehlten Lokalpolitikern und Buerokraten konfliktbehaftet ist und von vielen Faktoren beeinflusst wird. Die Rolle von Perzeption und die Muster in den Beziehungen variieren abhaengig von Faktoren wie sozialen Charakteristika, der Angleichung von Interessen, Selbstverstaendnis, und der Interaktion von gewaehlten Lokalpolitikern und Buerokraten, die alle letztlich den Grad von lokaler Regierbarkeit und Entwicklung beeinflussen. Koloniales und halb-koloniales Erbe, bestimmte Einstellungen von Lokalpolitikern und Verwaltungsbeamten, Politisierung, ausgepraegtes Selbstverstaendnis, und wechselseitige Interaktion sind als Gruende fuer die konfliktreiche Beziehung anzufuehren. Zusaetzlich hat die fortschreitende Verschmelzung von politischen und Verwaltungsfunktionen innerhalb der Buerokratie deren Wahrnehmung in Bangladesch verkompliziert. Die Ergebnisse der empirischen Beobachtung und statistischen Analyse belegen, dass die Perzeptionen der Beziehungen zwischen Politikern und Buerokraten nahezu gegensaetzlich sind, und dass Buerokraten dazu tendieren lokale Governance- und Entwicklungsprozesse zu dominieren, indem sie gewaehlte Lokalpolitiker an den Rand draengen, was zu Konflikten zwischen den beiden Lagern fuehrt, und somit den Entwicklungsprozess erheblich beeintraechtigt. Vor diesem Hintergrund stellt die Arbeit ein symbiotisches Modell der Politik-Buerokratie Beziehungen vor, das eine rationale Wahlentscheidung fuer Regierbarkeit und Entwicklung auf lokaler Regierungsebene in Bangladesch bietet.
